Frequently asked questions with regard to granting broadcasting licences for radio and television:

Question:
1. What is the procedure for granting a broadcasting licence for radio and television?

Answer:
In order for an interested party to submit an application to be granted a licence to establish, install and operate a radio station first of all, there must be an available frequency. The licence for a radio station may be for a pancyprian coverage, local or limited local coverage

The procedure for the granting of a radio frequency is as follows:

According to section 13(1) of the Radio and Television Stations Law of 1998 (as amended subsequently), the number and coverage of radio stations are determined by the Authority on the basis of the broadcasting scheme prepared by the Director of the Electronic Communications Department of the Ministry of Communications and Works which provides the frequencies, power and location from which the licensed broadcasting bodies for radio and television shall be transmitting.

The radio coverage scheme is published in the Official Gazette of the Republic and a period of three weeks is granted for the submission of objections by any person, natural or legal, who alleges that his legitimate interests are affected.

An objection against this scheme is submitted to the Chairman of the Authority and contains the grounds on which it is based.

The Authority ensures that objections against the scheme are examined promptly and submits its relevant report and suggestions to the Director of the Electronic Communications Department of the Ministry of Communications and Works.

In the event that a number of objections are submitted against the scheme, the Director of the Electronic Communications Department of the Ministry of Communications and Works ensures that the Authority’s report together with the scheme and submitted objections, including his own suggestions, are submitted to the Council of Ministers to take a decision as regards the objections and to ratify the scheme with any amendments decided.

The scheme, as ratified by the Council of Ministers, is made final and is published in the Official Gazette of the Republic.

When the scheme is final and has been published in the Official Gazette of the Republic, all interested applicants may submit an application to the Cyprus Radio Television Authority.

Applications for a licence are submitted in ten copies, on fully completely forms, and consist of three parts:

  • a) A description of the applicant in accordance with the form in Appendix II for broadcasting bodies
  • b) A description of the proposed services and staff in accordance with the form in Appendix IV for broadcasting bodies
  • c) A description of the proposed technical means and funding in accordance with the form in Appendix V.

The order in which applications are examined is determined on the basis of criteria determined by the Authority.

The fee for each television broadcast for a pancyprian television station is €51.400

The fee for a pancyprian radio station licence is 5.100 euro and 850 euro for a local radio station.

The fees to examine a licence for the establishment, installation and operation of a) a pancyprian radio station is 3417,20 euro, b) a local radio station 1708, 60 euro and c) for a small local radio station 341,72 cent.
